To study the green and low-carbon operation technology and business model of public buildings in Xiamen, the combination of theoretical research and demonstration application is adopted. Based on energy bills and other data, this paper conducts research from four aspects: building a low-carbon intelligent control platform, building high performance chilled-water plants, application of renewable energy, and using the energy custody mode. The application practice is applied to a typical hospital building. According to the analysis, the comprehensive energy consumption of the pilot project is reduced by 22.94%, the total carbon emission of the building is reduced by 25.86%, and the energy-saving effect is significant.
